@Frederick: I'm not clear on what the function of the House is… other than they have to initiate legislation.  The Senate has the last say before it goes to the president to either sign or reject. With the exception of appropriations, legislation can (and does) originate in either house. To say the Senate has the "last say" just isn't accurate. The purpose of the House is to be the primary representation of the people. This is why representatives are awarded relative to population with each representing a district.

It's possible to say a lot of ambiguous things in English.  If you say "pun unintended' you mean that you didn't intend for there to be more than one meaning.  If you say 'pun intended' then both meanings are implied.
