Update:
He messaged me on Grindr from the same profile and told me it's a bug with the app. It seems that a different account got linked to his. He also told me that he receives messages from accounts in the US. He tried deleting and reinstalling the app, but that didn't help. He said he will create a new profile soon. So, everything is good now!
