I don't have an answer, but in this one the herringbone wood floor places it almost certainly in eastern Europe.

The second I found it.
Geknackte Häftlinge In Custody (Best Czech Boys Production)The cast, including two who didn't make the final cut, pose for a group photo. After some clowning around they all feed a cute-as-a-button guy, turning it into a bukakke scene.
