Why no picture upload for video torrents with only one pic?

I've noticed that some video torrents, even though they have only one picture, don't even have a link to add more pictures? Why not?

Picture uploads are subject to availability. If someone has already uploaded 10 or more pictures to a torrent, even though they have not been approved, they take away from the availability of other users to upload more torrents.
More than likely, these torrents that have no pictures that you cannot upload more pictures to already have at least 10 pictures uploaded to the torrents, which are likely still pending approval.
