I currently have no electricity at my house due to a fire, so I am forced to use places like fast-food restaurants and libraries for internet access.

Indeed, people can often be disrespectful of others' privacy. A few times in a situation like this I have lowered the laptop screen and said, in a loud voice, "do you like what you're seeing on my computer? Can I look at yours?" This can cause well-deserved embarrassment to the eavesdropper.
Sitting in a corner facing into the room helps, although that might not always be an option. I now have a film cover that goes over my laptop screen that prevents people from seeing what's on the screen, and it's been helpful...search for "laptop privacy screen" on Amazon or the like. They're about $20 US as I recall.
