Why is Forbes defining what "safer smoking kits" are? Are they HHS?

The article is quite preachy, but it does admit that free crack pipes "potentially" could be included.

Rehab has been privatized and it is a lucrative industry@ Throw someone in rehab, exhaust their deductable and simply, funnel the addict into a 12 step cult rife with sexual predators (old slimers) looking to groom young and vulnerable members. Most leave rehab, the recidivism rate is perverse, however the failure to help treat addiction by the 12 step model guarantees multiple visits to these glorified spas. Look into SMART and Rational Recovery. I don't want any of my money going into the coifers of the 12 step machine, I'd rather it go toward fentanyl test strips and needle exchange. This crack pipe hogwash is hyperbole. This service is simply a continuation of harm reduction that started in the 80's to try and quell the AIDS epidemic. The only thing these (most likely volunteer) organizations will be handing out junkies that they haven't already been providing for years is the NARCAN inhaler. -
If it's just the same old worn-out system that we've used since the 80s, then now with the crackhead crazy spending the Dems are doing, you'd figure they'd do a lot more with it.

I always find it hilarious when @raphjd and other Trumpites talk about how well organized and "loyal" Democrats are to their leaders! Hogwash! Leading democrats is like herding cats - and some of them are rabid!
I don't mind this fact - it means that "when its their turn" (and it will always be either their turn now, or again at some time in the near future - that's the nature of American politics! The same can be said of Republicans - it may not be our time NOW, but our time is coming again! Count on it! Just as surely as we regain power, we'll lose it again, too!)

You butt-head... I'm saying your hyperbolic news feed is harping on a potential use of a block grant of funds, and passing it off as though it was the sole purpose of the funds!
It's like looking at the $700 billion (non-BlackOps) Pentagon budget, seeing that they're purchasing portable latrines, and then claiming the Pentagon is spending $700 billion dollars on new latrines!
Could some of that $30 million be used to buy drug paraphernalia (like better crack pipes)? Yes!
Is that the intent of the block grant? No
Is that a focus of the block grant? No
They are likely to also purchase condoms and needles (to prevent the spread of HIV among drug users - esp IV drug users)... where's your outcry that they're spending $30 million on condoms?OH! That's right - it's not as "click bait"-ish!
