There are no specific restrictions to upload torrents for content downloaded from RapidShare or other direct download providers (HotFile, MegaUpload, …).
However, they must respect ALL of the rules for uploading, for example:
Not on the banned content list
Not duplicate to something already available
Being Gay Themed Movie or TV Feature or Gay Porn
If movie (not member) > 50 MB
If movie, not in an archive (ZIP, RAR, …)
