Yes. When I saw this thread, I opened the torrent to see what's the scoop. It had zero seeds, and the last person who snatched the torrent had done so in early January of 2020. Also, when I pressed the request re-seed button, I got an error telling me that there were no qualifying snatchers to notify. In a case like this, the odds of the torrent ever coming back are pretty much zero.
Other torrents are much more likely. For example, if the torrent has zero seeds, but there are a number of recent snatchers within the last few months, the odds of the torrent coming back if requested are rather high. It's still not a guarantee in such a case, but the statistical odds from my experience are very likely, even if the torrent is ancient.
