I can't download file even after reaching 0.5 ratio

Hello, my download rights got taken away because of my bad ratio. But i've tried to upload files and now I reached the minimum ratio which is 0.5. I have 0.519 ratio right now. I already checked my status and it said that I can now download 29 torrents each day. But, there's still some notice that my download rights got taken I away. And when I download files it says download failed because I need to fix my ratio first. Ive tried to logout login or use different browser but the fix your ratio notice is still there and I can't still download videos. Help me please
