Move comes after he sat out a debate over legalisation of civil unions for same-sex couples in Italy in May -
Disappointing but not really surprising. He is part of an institution that has opposed marriage equality in the past, and still continues to do so.
The Catholic church will not change overnight, or even over decades- it will take time if ever before they can come to terms with the fact that they are fighting a losing battle over ownership of the concept of marriage, which predated the church in the first place.

I don't think you can expect any more out of him. He's the pope not a genie. He has to stay within certain guidelines.
If the pope encouraged gay marriage…he would lost most of his followers.
