Bad Ratio?

I keep getting "Bad Ratio" errors from the tracker. My ratio is 1.269, which should be good to download a new torrent. It says my limit is 15, but I can't even download one or two. It sometimes goes away if I pause and restart. Does anyone know why this is happening? I use Transmission, which has been trouble free until recently.

It says 15, but I am not downloading anything else at the time I add a torrent.

Then these 15 are most likely torrents with multiple files of which you have selected not to download all.
Go to your Profile by clicking on your name in "Welcome back, …" then scrill down to the Leeching Torrents link, click it to see which they are.
Stop a few in your torrent client. (don't remove, you can restart them after download).
