As someone who has been cut way too tight, I would tend to disagree with this statement.

When a full erection causes tearing and pain, that's way too tightly cut.

I've seen several that have been botched worse, though, and it makes me glad for what I have.  I remember one fellow who pees out of the side of his shaft, about half-way down, and has hair most of the way up his shaft, because when he was cut, there was nothing else left but hairy crotch skin that got sewn on his dick.  He does shave, but still has sharp bristly stubble all over his penis two or three hours later.

Very true. I had a tight circumcision when i was younger. It made masturbation somewhat trickier. I have since stretched it out to comfortable degree.
