??? Umm I have looked for while now … how does one find where a 24 hour download time period starts for the number of downloads permitted per day limit is used? Meaning I am allowed 14 downloads per day ... what is the start and end time of that day?????

That is a gliding window from the current moment back 24 hours, counting the downloaded .torrent files during that period.
