New users should be able to download a few torrent files

new users can only download 1 torrent/day, so they've gotta wait days (weeks?) before they have more than a handful of torrents to seed.
I'd be able to increase my share ratio must faster if i could just download 5 or so torrents for files i already have, and seed them.
