Guy in the black hat looks like Zak Spears, so this is probably from 1990s. -
I'm pretty sure (95%) that is Colt's BuckleRoos 2 (2004).
That is Zak Spears on the other side of the truck and Marcus Iron with the nightstick. No idea who is bent over.

@tnar well, Zak Spears continued to do cameo roles in later movies.
