@drekkin, @eobox91103 I think john32123666 just has a very old cached version of the Banned Content page saved on his computer, or perhaps an old screenshot.
This is how the Rules page used to look in 2017:

You can't even visit a site if your Time Zone is outdated restriction, security such as unable to reach may apply ...
for security reason ...

@john32123666 But if you look at the two screenshots you have posed you can see that the first one is from the previous layout of the website and the second one is from the current layout of the website. The site layout changed to the current one on June 7th 2020. I'm sure you can see why that is confusing.

It's not about layout. It's about accurate information.

The "rules" you posted were not accurate. If you want to use the old layout for yourself, that's your own business. But if you post things for other members to see, please make sure they match what is on the current, live website.
