I can seed and it works, but many many times I am not connected to any peers while there are peers in the swarm who want my file. Why doesnt the tracker give them my IP address so they can download from me? My port is open. And it also works. But there are also many periods during seeding that I am connected to no one. And then suddenly I am connected again and seeding. But all that time there are peers. Why is this? Why am I not continuously seeing?

seems like you are experiencing CONNECTIVITY ISSUE:
Connectivity issue is a very common definition and may encompass many problems. However, in this case, the most common definition is unexpected network failure at one of our upstream network providers that affect the connectivity to your host server.
