5 Oregon Counties Vote to Secede Into Idaho

No problem here. Self-determination in action.

Actually, 7 counties have voted to leave Oregon.
2 counties did it at the same time as the Presidential election in 2020.
2 more counties will vote on whether to leave the state later this year.
Also, as this is not creating a new state, there are no constitutional issues.

There are plenty of constitutional issues... Congress would have to approve changing any of the borders, as would both State's Legislatures...
I'd call this grandstanding and nothing but show...
Kinda like the decennial calls for Texas to secede because they somehow have "special powers", different from any other State (they do not)...

As I understand it, Texas has special rights (as does Hawaii) due to their status as nations prior to joining.
But you're the expert in EVERYTHING.

I invite you to research the topic.
A State is a State, once admitted. There are no "special rights" granted to any State - including the possible additions of Puerto Rico, Guam, the USVI, or even DC ... once admitted, they are on 100% equal footing with TX, HI, and DE (DE being the FIRST State, TX a "middle" one, and HI the newest)...
Regardless, to change the borders:
- both States involved must approve (legislation signed by Governor)
- both Houses of Congress must approve (legislation signed by President)
Not impossible, but in today's political climate, very nearly so!
