problem seeding

I am a long time user of this site and I used to have an excellent ratio always 1+. I am using uTorrent 3.5.5 I'm currently seeding 164 files but none of them are actively uploading. The only time uTorrent uploads now is when I'm actively downloading and only that specific file. Now my ratio has dropped to 0.76. I recently bought a new computer and I had to reinstall uTorrent and that appears to be when my problems started. I've read all the related forum posts and can't figure out my issue. I've uninstalled and reinstalled uTorrent a couple of times already. I have a fast connection and leave uTorrent running 24/7. I use IPVANISH but I have turned it off and still have the problem. I also use MALWAR BYTES but that's never been a problem before. Any help would be greatly appreciated.

@griffandc Now that you are using a new computer, please make sure the ports are forwarded for that one - check out https://portforward.com
