One Download on Profile- Tracker says I'm trying to download more than 8?

I've had this issue pretty consistently (perhaps it's just deluge or I have my settings wrong), but I'm logged in and I can see that I'm seeding 45 and leeching 1. However, when I try to leech any more torrents, I keep getting "bad ratio, you can only download 8 at once. I've tried to force rechecks on my torrents, but nothing has changed (obviously since I'm having some type of tracker issue- verifying that I have torrents downloaded and in the right place wouldn't do anything). Does anybody know what I could do to try and fix this? -
Delete all your torrents in utorrent or bittorrent and it'll work again.

This is likely related to a server issue. I will do an account reset for you, which should fix the problem.
EDIT: On second thought, this is because you're in a low ratio state.
