How to make a re-seed request?

Hello, when I am trying to make a re-seed request, the appropriate button does not seem to be active. What is the requirement for making re-seed requests? I can't seem to find the information in the FAQ or in the Forum.

Anyone can use the Re-seed request button.
if a torrent hasn't been completely downloaded by anyone, then the button won't work.

Also, once the torrent has a certain number of seeders, it also won't work either.
