Update: I can't even get a single torrent to download now, but seeding continues seemingly normally and my ratio continues to rise. It's currently at 2.959. Please help!

Every time I'm downloading a torrent that suddenly becomes "unregistered", I lose a download slot. When my account is reset, I can download 15 simultaneous again.

It would appear that you have a number of torrents all leeching at the same time. This is why you are getting this error.

As to the number of current leeching torrents have a look at our rules

< 0.75 = 3 torrents

< 0.35 = 3 torrents
< 0.75 = 4 torrents
< 1.00 = 5 torrents1.00 = 6 torrents
Total uploaded amount is < 25 GB and your ratio is:

< 0.75 = 5 torrents
< 1.00 = 6 torrents1.00 = 10 torrents
The above limitations remain in effect for all accounts with User Status and a total uploaded amount greater than 40 GB. Once Power User status has been achieved, the following limitations go into effect:

< 0.75 = 7 torrents
< 1.00 = 8 torrents1.00 = 15 torrents
Users who have donated to the site are allowed 200 torrents at one time.

I have checked my qBittorrent settings and have even adjusted them to limit to 15 active torrents and am currently getting no activity with that setting. -
Have look at the exact wording:
You mixed up the permission to download torrent files and the number of concurrently leeching torrents. The cited rule is about leeching torrents, the #you quoted is the # of torrent files per day.
Regarding your "no connection" you should go with MrMazda through you settings. I myself use qBittorrent too and don't have any problems after tweaking my network settings to be also reachable for other clients (green symbol at the bottom).
