The pixels are actually not restricted to gay porn as all "indecent exposure" is illegal in Japan. The ban even extends to drawings, games, art, video games and so forth. Genitals (and at least until recently, even just pubic hair) is illegal to show afaik. A famous trial for "insufficient censoring" about 10 years ago ended up with a hefty fine for the manga artist so those who publish any form of erotica employ self-censoring by necessity. It is however, not exclusive to homoerotic publications.

pixalated penis is a downer but some Japanese porn studio allow for light masking only and there are technically illegal jap porn which are uncensored but those are hard to come by…though considering internet if you really want to you will find some.
