I have never been out on a date but sometimes I chat with people online, when do you think it's safe to meet with them face to face?

Well that is totally up to you. You feel safe to go and meet them? Maybe try going for a coffe with them and then judge if they are ok or not…

How old are you? Where do you live (country/city). And based on that, how confident you feel with the person you are talking to online? There are many factors that need to be taken into consideration. But on a general basis, we sould not isolate ourselves. Try to meet somewhere public, like a cafe, a mall or something, or go clubbing with the person… I don't know. You must find this answer within yourself.

Exchanging Snapchats, becoming friends on different social networks, or videochatting through Skype or another video platform can be good ways to get a reassurance for meeting them.
