It depends on what you mean by bottom.
If you mean someone that enjoys being penetrated, then that's not really a problem.
There's lots of things that can be done to cover that need.

The problem is if one partner is strictly passive/submissive.

My first question is "Why would they want to be in a relationship?" If you're starting a relationship talking about hiring or bringing in a 3rd party, it seems doomed to me. Someone I know was with another bottom for a very long time, and doesn't rule them out for sex. It's not as challenging as it seems. Sometimes one will top until the bottom finishes, and switch/ bottom the next time. Alternatively one might just use a dildo instead of topping. Also there's where one person gets to bottom, but is in control of the movement and is in a more dominant position. I think you'd have to be more vers for that.
