Download rights taken but cannot upload torrent

I have made a torrent to upload and followed the step by step directions, but I am getting an error message on Utorrent saying that Your Download Rights are taken to contact a moderator. I am pretty new to the site but I was shown a warning when I logged on that I could fix my download rights by uploading a torrent. This is not a duplicate either as it is an amateur clip. Can someone please help?
