I can't request for a reseed!!

You can't ask for reseed of that torrent, because it never had a completed download.

There are other cases, where a torrent was downloaded completely, but the last download is that long ago, that it isn't any longer in the data base.

When somebody makes a comment to an upload, the uploader gets a PM that there is a new comment.

So you made already a comment to get it reseed and thus the uploader a PM.
