What does it mean when the tracker status bar is red but the video is still downloading. Am I downloading corrupted file without the tracker?

I do not see that you are downloading anything,  you must not me connected. Run a a network and bandwidth connection.  Check firewall.

Yes, I'm not downloading anything currently, but the event occur once in a while. Just wanted to know if the file downloaded is corrupted even in the absence of tracker

That red arrow or red completed bar indicates an issue with the connection to the tracker. It has nothing to do with the file content.

There are many reasons for a connection issue. It can be torrent client side (e.g. not resolving (wrong) tracker URL), computer system and/or router/modem setup side (firewall, anti virus, portforwarding), ISP side (e.g. torrent traffic throttling) or the tracker (down, refusing connection, wrong passkey, removed torrent, low share ratio, too many connections …)

You get some hints in the details view in the trackers information.
