It's people like this that lead us to raise our ratio restrictions and close the registration and add a lot of security features to the site. The more time we have to spend getting rid of these sorts of people, the less time we have to make the site better for good members.

Maybe this person doesn't know other people are uploading what he's trying to download.
Tell him that you have moved him to a group with others like him, that are only here to download. The end result will be the same, he'll be able to wait forever and get nothing! And when he asks why things are so slow, tell him the truth – without uploads, there are no downloads.
