Why do comics have the black lines over the penis? Or in japanese gay games, the penis is blurred?

japanese porn law doesn't allow to display vagina or penis blatantly.
so they circumvent it with very light blur, or in case of comic, just a few pixel of patch

and the law apply for things who goes to japan too….
