The military surveillance theme seems to fit. According to IAFD, the last scene is with Junior and one Jacob Hayes. And the top of the top's head seems to match, based on the picture here:

No trace of the movie/scene on the tracker, however.

@rentboy i only managed to find a low resolution fill, it's enough to confirm that this is the right movie. Still couldn't find a copy of the movie anywhere, except one site where it's available to buy from other members.
