Oregon started this crap in 2018'ish.
Passing your classes and being able to read, write, etc., has no bearing on your graduation from high school.
You might remember back in the 80s & 90s when (mostly) black sports players started suing their schools & colleges because they couldn't read and write, but were still allowed to graduate. The ironic part is that it was the left claiming that it was racism in action, now they are pushing for a return to the bad old days in the guise of making things better for non-white students.

It might take a minute to see how her comment is dumb & brilliant - at same time.
"Most people" would mean, IQ 85. They barely read, can't budget or do maths, can't do knowledge-based job. But - they know when to get enraged because someone told them, No. & that suits liar-Kamabla
