EM tech, HAARP etc. - Suspected for decades, Plausible but denied, occasionally leaked into media, still not admitted tho.
That Trump's event got spared, was statistically improbable. Even miracle.

Many countries have studied weather modification since the 1920s/30s.
It's been theorized for about 400 years, though.
