mate boosted him up, to peek his head over roof's edge, hung on edge by his hands

he sees shooter
-
shooter sees his head, points rifle at him
-
he drops to ground
-
warns other LE & USSS on "blanket tactical channel"
-
because of that, shooter may have shot 'too soon' or felt rushed
Did those 2 officer(s) do enough? Prob not. That's where you're right.
But again we come back to: Wtf was USSS site commander doing?
USSS got notified. Why wasn't President Trump instantly shielded & whisked off stage?
