Parking on double yellow lines is always illegal in the UK.

In the UK, the local council is responsible for that, not the police. Most, if not all, councils contract it out to NPC to enforce parking. NPC owns the vast majority of the parking garages and lots in the UK.
The police are too busy bringing soda, tea, and sandwiches to protesters blocking the roads.
