They haven't said how the state will fund it, but everyone knows it means tax increases.
Sure, there is a tiny bit of explanation on how they plan to do it, but the amounts don't cover the vast majority of the cost.

@raphjd what needs to be done is to reduce costs for things such as medical care, medications, and college tuition and books.
