send/receive PMs problem.

A user told me I can't receive PMs.
My block list is empty.This is my current configuration for PMs:
I've noticed I don't have a "send PM" button anywhere in my Message Sent page:
can you check this out please?

I've got:
Normal
Low
StrongI've tried the three of them but no "send new PM" or similar button appears in the messaging page.
I have PMs from other users (back to 2016) so I was able to send/receive PMs that for sure, also the account is older than 6 months.

YES ...
Either one has private/block profile or add to friend to show message button ...

I find this very disturbing. I mean why do people need see my profile to send me a PM? Why do I have to make public any other info than my nick?
A dummy profile page with the nickname only would do the trick to allow PMs. No more info is necessary.Also forum profiles seem to be not only public, but indexed in google and show show join date and last connection.
The privacy leve description its unclear to me as well:
Which is the hierarchy?
Most private: Strong, then Normal, then Low? Because "everything" seems to be more or equal than anything else.Normal privacy is less private than low?
"Everything will be showed" what everything means?

People wont see my profile but will see my peers and uploads?

seems pretty clear.Shouldn't the Normal (default) be:
"Only profile name (and location?) will be shown" -
BTW would you mind to send me a PM? (as a test)

@kco LOL took me sometime to locate your name in the main page ... message send done, I added you as friend to figure out this occurring issues ...
