Watching and Notifications {Solved - Not an issue.}

The Language Boards is the only one I've elected to not Watch, as English and ASL are my only languages.
There are posts here and there today that I do not remember seeing a notification for, so went to check settings to ensure Watching was still my choice in a couple of different spots. Also did not get a notification of at least one post being made by someone I am following.
The downvotes are gone. Could recent customizations/tweaking be causing some of the above?

Is following someone for new topics only, not for every post?
Will have to pay attention.
