I have had this clip many times over many years and NEVER been able to find out what it is from, can it be found, does anybody know what it is?

I hope someone can help with the title of the film its been going on for TOOOOOO long now!

This is from an old CTS film - but can't remember the name off-hand.
The guy who is belting also plays the Warden in the same-titled CTS film.
