The answer is yes, but not that much.
Mechanically, it makes some difference. A certain length is needed for deep-throating (slightly above average, in my experience). Actually, the smaller ones can be nicer for sucking on a daily basis. With regards to anal, some positions are easier to perform without slipping out depending on the length and curvature of the penis.
10 cm (4") and thick is enough to hit the right spots for me, if he knows how to use it. Smaller than that may be a disappointment.
