Personally, no. If your partner is the very jealous type, or you are in a master/slave position, then it might be cheating. If sex didn't happen (unless it was a cybersex session), you're good.
This is something that should be discussed with the partner, so you can better set the boundaries.

As long as you are open with your partner and never hide what you are doing it's all good. I let my partner know what all my passwords are so they can go and have a look at anytime who I have been chatting with and what I have been saying.

No, but that depends on what you talk about. If you're sending nudes etc, I think you know the answer. But if it's really just a "friend" then it shouldn't be a big deal and your partner shouldn't make it one either. If he does he either is jealous or has insecurity issues.

It depends on what you're doing and who you're doing it with. Like if you are just shooting the shit with random people, then that's probably nothing. But if you are having intimate webcam sessions and developing feelings for this person, then yes to be that would be cheating.
It also depends on your partner and how they feel about it.
