No type of foreskin restoration at this point is truly a foreskin. It's just pulling what's already there to stimulate growth. I don't know much and if it'll act just like a true foreskin (keeping moisture).

If the skin is stretched enough and goes over the head, then it will work like a foreskin in keeping the head moist.
It's my guess that since it's just stretching the skin, it won't be as sensitive as real foreskin since you won't have the same amount of nerve endings.

It won't look the same, as the frenulum is lost for good, and the glans(the head of the penis) won't be smooth and shiny like uncut cocks. so it'll look a bit unnatural
