Not the same place, and not everyone enjoys having them confused. On the other hand, it is easy to realize that for many people just dis(overing their growing package and its uses, for may, it is their main opportunity to view and study the different ways men stand, unzip, display (or overtly hide their apparatus). Watching dudes address the urinal, innocently take advantage of the vast outdoor bathroom facilities the world provides (and every Olympic swimmer/diver pees in the pool like everybody else) is a male thing.
It can be interesting, too, to look at dicks in one of the places they are most easily and naturally put to use, something v useful if you don't get to see many dicks IRL. And like nude dudes chatting in changing rooms without negative self-awareness– just men together doing what men do, no shame in that, nobody here but us guys all being guys together and naked in private the way strait men do-- it can be interesting to see men use their sexual equipment for its other most common purpose.
When young, have you ever peed into a toilet with another boy and crossed piss streams? It is an innocent bonding. Also, an excuse to look at each other's dicks to compare and contrast.
