If you have an open sore or bleeding gums, you can catch HIV, yes. Not sure about the eyeballs, but it may be possible. Most other STDs are even easier to catch.
Of course, anything you can catch from semen you can also catch from pre-cum just from sucking, so swallowing or not doesn't necessarily make that much of a difference.When I was in a relationship, I swallowed pretty much every chance I got. ;D
