Hi - there are many 19nitten videos, eg https://www.gaytor.rent/details.php?id=ae66ed69a5a222cd8f3f7737e26ba40356ecdb8623efad51, which you can't scroll. It appears to be a 12 minute video, but you can't scroll more than 2 minutes, although if you just let the video play it does play after the 2minute point and right to the end. But you can't start the file and then view the last minute on its own without allowing the video to play for 11 minutes first. I am not sure why this is, and why most of the 19nitten videos have the same error, but I think it may be that the uploaded spliced many 2 minute videos together incorrectly. Is there any solution to this?

The link you provided is invalid.  Perhaps if you specified the actual title, it could be found.  Also, what software are you using to try to play the video?

Most of the 19nitten videos have the same problem - it is not software related. Zoom player Windows Media - whatever you use have the same problems with those files.

No problem here with VLC or Windows Media Player to advance the position bar to any point and having that clip continue to playback.

Likely your installed MPEG-1 codec causes the issue. Try to install the CCCP (combined community codec pack), open source and free.
