When you guys do the speed test, make sure you have no programs running that are using the internet at the same time. If any programs are rusing the internet, you will not get a proper score.
right …..... in addition , if you are on whireless, you will also loose some speed !!

then again I know people who have hit triple these numbers. I range from this to 24mb/down and 2mb up. -

Close anything down utilizing an internet connection, and perform the test again. You will get more accurate results.**

doesn't mean it is weird because it is a "Rival" company- in the US lines are primarily owned by ATT (Copper / DSL / Analog) regardless of who your service provider is.
Also, it may just be a server that it can run a test to.
