It's mostly true.
I don't remember the exact wording, but the most common explaination is this; Look at the map of the UK and Ireland. The UK is the body and Ireland is the penis. That is as erect as a penis can be when visable.
In hetero porn, the penis could be fully erect while penetrating the vagina. Gay porn of the time didn't allow any erection more than described above and certainly no penetration. Also, touching a penis was not allowed in gay porn.
Gay porn from back then is what we now refer to as "softcore". A 90 minute gay porn video would be cut down to maybe 30 minutes, when all the illegal stuff was removed.
