If you want to get into kink and bdsm, it is vital that you start networking and getting to know people in the community. If you live in a big city it will be pretty easy to find a scene, get to know people and get personal recommendations of who to play with. If you're just beginning, it's important to pay attention to people's reputations. It's safer to go with people who participate in events, or are part of groups instead of loners, since the formers will be known and vouched by others.
If you live somewhere else, you could start by finding out if there's a local community on FetLife.

I'd say getting in touch with others in the community is pretty vital, both for meeting but also for safety. These are the people who are going to know if a guy is trouble or not. As far as whipping specifically, I find that it is good to find people into impact play and start off with lighter stuff (spanking, flogging, crop) and building the trust between you and the other guy. You're going to have a MUCH better experience if you are comfortable and fully trust the guy you're with.
