Non-visible tattoos are 18 and visible (above the shoulders and hands) tattoos are 21. They were going to raise visible tattoos to 25, but I don't know if it actually happened.
Everyone (tattooist, tattooee, parents, etc) involved in tattooing a person under age has committed a crime.
The reason for this, according to the government, is that it's "life-altering".

Biden-Garland DOJ used MASSIVE legal resources....against innocent whistleblower.....exhaust him with 100s of fake charges, cost him hundreds of thousand $$$$......so he'd bargain & accept 1 fake charge....then they could claim "He admitted it."
What they did to 1500 innocent J6 protestors.
but did NOT do, to real criminals of cartels or gangs.
