Note: It's difficult for this to happen by accident.
Artillery to hit wrong people on moving battlefield? OK that's easy.
But ATACMS missiles are high-tech, targeted carefully under USA control, at fixed remote location.
Russia Foreign Ministry says:
“All flight missions for American ATACMS missiles are programmed by American specialists based on their own US satellite intelligence data.
Therefore, the responsibility for the deliberate missile strike against the civilian population of Sevastopol lies primarily with Washington, which supplied this weapon to Ukraine, as well as with the Kiev regime, from whose territory this strike was launched.
Such actions will not go unanswered.”
In other words: Accident is just unlikely enough, for Russia to not believe it.
Let's hope neither side escalates.

Think how nuts this is:
[after attack] Zelensky advisor Podolyak stated that "there can be no beaches or tourism" in Crimea and that every victim of the strike is a "civilian occupier".
Beachgoers that Podolyak wants to kill as occupiers......... are same original citizens & voters of Crimea...... that Blinken says, must be returned to Ukraine before Ukraine could ever have another election.
PS. But it is true, 95% of Crimeans never felt part of Ukraine - always felt Russian.
From that standpoint, Podolyak's murderous Nazi wishes are slightly less nuts, than Blinken's denial of reality.
